Discharge into karst ground is the local concern
Gutters are rarely regulated; discharge sometimes is, through city stormwater expectations. The specifically local point is geological — repeatedly directing concentrated runoff into the ground beside a structure is worth avoiding in a county where subsurface dissolution is a documented concern. Rainfall intensity here also means capacity should be sized from local conditions rather than a national rule of thumb.

Decide the discharge point deliberately
Citywide stormwater guidance will not tell you where your runoff currently goes, how much roof area drains to each outlet, or whether the fascia will carry new hangers. Settle the routing before the gutters are ordered.
